How a ranch site became the Royal Azalea Plateau on November 18, 1983
Hwangmaesan County Park was designated a county park on November 18, 1983. It covers 21.78㎢ and reaches an elevation of 1,113.1 m. Hwangmaesan is introduced as a mountain spanning Gahoe-myeon and Daebyeong-myeon in Hapcheon-gun, but its actual address range extends from San 219, Dunnae-ri, Gahoe-myeon, Hapcheon-gun, Gyeongsangnam-do, to San 1, Beoppyeong-ri, Chahwang-myeon, Sancheong-gun.
The royal azalea and silver grass colonies are connected not to an untouched ancient pasture, but to ranch land developed under the government’s livestock promotion policy in 1984. The explanation that royal azaleas and silver grass remained and formed colonies after the ranch closed 27 years ago because cattle did not eat them provides a clue to understanding today’s expansive grassland landscape.
Three peaks reflected in Hapcheon Lake and the view from the summit
Hwangmaesan is introduced as the last prominent peak of the Taebaek Mountain Range and is also called “Sujungmae,” meaning that its three peaks reflected in Hapcheon Lake resemble plum blossoms. From the summit, visitors are informed that they can see not only Hapcheon Lake but also Jirisan, Deogyusan, and Gayasan.
During the Goryeo period, the mountain was reportedly a place where the patriotic Buddhist monk Muhak Daesa practiced meditation. Ten minutes from the summit parking lot to the royal azalea and silver grass colonies
If you are visiting for the first time, the simplest option is to set the summit parking lot on the Hapcheon side as your destination. The journey from the summit parking lot to the royal azalea and silver grass colonies is described as taking about 10 minutes, and a gentle, wide dirt path and deck walkway begin at the departure point.
The summit parking lot has a tourist information center, and a side ramp connecting the accessible parking area in the lower parking lot to the tourist information center has been newly installed. However, no confirmed information is available about bus route numbers or service intervals, so foreign travelers should not assume that the site can be reached solely by public transportation directly from a railway station or terminal; they should plan for vehicle travel.
Choosing the Mirinae Course on the Sancheong side or the Hapcheon side
Hwangmaesan can be accessed from both the Hapcheon and Sancheong sides. The Mirinae Course on the Sancheong side is introduced as the shortest route among the Hwangmaesan hiking courses, but its starting conditions differ from those on the Hapcheon side, where the colonies are about 10 minutes from the summit parking lot. Royal azaleas in May, silver grass in autumn, and winter closures
A broad royal azalea colony has formed on the plateau below the summit, and the royal azaleas are introduced as reaching full bloom in early May. The Hwangmaesan Royal Azalea Festival is announced as taking place annually from late April to early May, and the 30th Hwangmaesan Royal Azalea Festival was announced for 2026.
In autumn, silvery silver grass spreads across the landscape instead of royal azaleas; in summer, green vegetation appears, and in winter, snowy scenery can be seen. The park lies at an elevation of 800–1,100 m, where snowfall is frequent, so access may often be restricted, and closures may occur depending on weather conditions. A notice dated February 11, 2025, also stated that telephone connections may be difficult on weekends and public holidays.
The difference between free admission and advance registration for parking-fee exemptions
Admission to Hwangmaesan County Park is free. The park is described as being open at all times and closed on no days of the year, but this does not mean that there are no restrictions due to severe weather or snowfall. An accessible parking area is available, and a system for advance registration of vehicles eligible for parking-fee exemptions has been announced. According to the notice, advance registration can be completed in person at a nearby eup or myeon office or the Hwangmaesan County Park tourist information center, or online through the website bulletin board. Since no official rate table has been confirmed for regular vehicles or vehicle categories, free admission should not be understood to mean free parking.
The 1.43 km barrier-free sharing trail and places to stay
The park has a 1.43 km barrier-free sharing trail created in 2022 through a green lottery fund project. There are no steps up to the entrance, allowing wheelchair access, and accessible restrooms and parking are available. Within the parking area, a stone-paved path and wheelchair-accessible hiking trail are indicated.
The Hwangmaesan Tourist Rest Area, “Between the Royal Azaleas and Silver Grass,” is a one-story above-ground building with a floor area of 445.02㎡ and includes a café, restaurant, and information center. Hwangmaesan Arboretum covers 961,078㎡, with a facility area of 267,192㎡, and is introduced as having 1,724 species of trees and herbaceous flowers and 18 themed gardens. For an overnight visit, Campsite 1 has 85 sites, while the Forest Campground has 11 camper houses, 31 tent sites, and 15 caravans for workations.
Things first-time foreign visitors may easily miss on site
The entire park is open at all times, but walking around the summit area and climbing to the summit are not the same activity. The journey from the summit parking lot to the colonies takes about 10 minutes, while, according to a separate review, a tour that visits and returns from the Hwangmae Garden, Starlight Hill, Peony Colony, and Royal Azalea Altar via the Summit Sharing Rest Area Deck takes about 40 minutes. This is not the total hiking time but a reference for a specific circular route.
No information has been provided about whether photography is prohibited, whether payment is cash-only, whether English information or an audio guide is available, or the exact distances and travel times of the main hiking courses and regular parking fees. Criteria for including Hwangmaesan in a one-day itinerary
If royal azaleas are your goal, early May is the key season; if silver grass is your goal, choose autumn. The Royal Azalea Festival is introduced as running from late April to early May, and in 2025 a leaflet for the 4th Hwangmaesan Silver Grass Festival was also announced. Since the sense of openness on the plateau is central in both spring and autumn, decide first whether you want only a short walk through the colonies or a hike up to the ridge.
For travelers who want to reach the summit parking lot by car and enjoy the highland scenery rather than take a long hike, the approximately 10-minute route and 1.43 km barrier-free sharing trail are useful. Conversely, bus routes and service intervals have not been confirmed, and winter closures may be frequent, so the site may not be suitable for first-time visitors to Korea relying solely on public transportation or for itineraries that cannot accommodate changing weather.
