Seoul Wind Surfing Center is a private water sports facility listed by the Seoul Metropolitan Government’s Hangang Project Headquarters as “Ttukseom Windsurfing Center.” Its official facility address is 564 Jayang-dong, Gwangjin-gu, and its operating period is listed as May through October. Rather than having one integrated ticket booth, the site has several numbered clubs and facilities, so the activities and lesson formats—including windsurfing, SUP, kayaking, and wing foiling—vary by operator.

This area is located along the waterfront of Ttukseom Hangang Park, facing downstream toward Jamsil Bridge. In its 2021 permit for operating the windsurfing center, Seoul specified 6,240.5 square meters of land area, 1,340 square meters of water area, and 1,498 square meters of indirect water area. Because the site combines the broad river with easy park access, the routes naturally differ between people who simply want to walk along the riverside and those who plan to rent equipment.

The name “Seoul Wind Surfing Center” is closer to a place name referring to the water sports area along the Ttukseom waterfront than to the business name of a single operator. Seoul’s official list identifies the management type as a private facility, the method of use as an on-site visit, and the fee as “other.” In other words, entering the park is free, but equipment rentals and lessons follow the products and reservation conditions of each club.

From May to October, Experience Prices Vary by On-Site Club

The overall operating period for Seoul Wind Surfing Center shown in official information is May through October. Therefore, between November and April, it is best not to assume that regular experiences will be available. Even during the operating season, water activities may be suspended depending on weather and safety conditions, including strong winds, torrential rain, and the Han River water level, so check the operating notice from your reservation provider again on the day of your visit.

No integrated admission fee has been confirmed. Seoul’s facility list marks the fee as “other,” while a paddleboard class held at Site 7 here by Seoul in 2024 operated separately at 15,000 won per person, with 30 participants per session. 20 Minutes from Exit 2 of Jayang Station on Line 7 to Beside Parking Lot 1

For public transportation, a Seoul city event notice states that it takes approximately 20 minutes on foot from Exit 2 of Jayang Station on Line 7 to the windsurfing center. After coming above ground, walk toward the Han River Park and descend to the waterfront near Parking Lot 1. The same event notice identifies Exits 2 and 3 of Jayang Station as access points for Ttukseom Hangang Park, so after leaving the station, it is best to enter “Ttukseom Hangang Park Windsurfing Center” or even the number of your reserved club as the destination in a map app.

It is also important to note that the address appears in several forms. The official facility list gives “564 Jayang-dong, Gwangjin-gu,” the 2024 paddleboard class gives “2326 Gangbyeonbuk-ro, 564 Jayang-dong,” and some individual clubs use “2273 Gangbyeonbuk-ro” or the address of their numbered club. Before departing, prioritize the club number and meeting point written in your reservation message, rather than using only the broad destination name Seoul Wind Surfing Center.

Official materials do not confirm dedicated accessibility information for wheelchair or stroller users at Seoul Wind Surfing Center, nor do they confirm foreign-language guidance. The condition of the paved paths in the riverside park and the waterfront decks, as well as the availability of ramps and restrooms at club entrances, may vary. For cars, Ttukseom Hangang Park Parking Lot 1 is the closest option. Seoul’s parking information describes it as “beside the windsurfing center,” gives the address as 409 Jayang-dong, Gwangjin-gu, and lists 64 spaces. A 2024 Seoul city event notice also states that it takes three minutes on foot from Windsurfing Center Site 7 to Parking Lot 1.

Ttukseom Hangang Park has a total of 674 spaces across Parking Lots 1–4, and operating hours are 06:00–24:00. The regular rate is 1,000 won for the first 30 minutes, then 200 won per 10 minutes, with a daily maximum of 10,000 won. Parking Lot 2 has 356 spaces, Lot 3 has 123, and Lot 4 has 131. These are alternatives, but if you are carrying equipment, first consider whether Parking Lot 1 is full.

During torrential rain or typhoons, the parking lots in this area may flood, so Seoul advises against overnight parking. Parking outside designated areas is subject to a fine; do not stop arbitrarily around Gangbyeonbuk-ro or on facility access roads, and use the public parking spaces. Compact cars, motorcycles, and low-emission vehicles are eligible for a 50% discount, while vehicles associated with people with disabilities and national merit recipients are eligible for an 80% discount. There is also a rule providing a 30% reduction on fees for time exceeding the applicable rate when using the Han River Park for more than three hours.

SUP Is a Board You Paddle While Standing; Safety Training Comes First on the Han River

SUP stands for Stand Up Paddleboard, an activity in which you stand on a board and move by paddling. Unlike ocean surfing, which requires waves, it can also be done on a river, so paddleboard and kayaking experiences and lessons have repeatedly been offered at Seoul Wind Surfing Center. The 2024 Seoul city program listed paddle techniques, basic principles, paddling, turning, rounding buoys, and a free tour as its educational content.

If you are using your own kayak, you must complete a water leisure activity report at a park information center, and activities are permitted between downstream of Jamsil Bridge and Haengju Bridge. Kayaking is permitted from 30 minutes before sunrise until 30 minutes after sunset, while nighttime operation requires nighttime navigation equipment under the Water Leisure Safety Act. If you are renting equipment, do not assume the independent navigation rules; follow the instructor’s directions and the operating area designated by the club.

This location can be a walking and observation point for people who only want to enjoy the waterfront scenery, but those who intend to use water equipment need clothes and spare clothing that can get wet, shoes suitable for getting wet, and sun-protection supplies. Conversely, people who are uncomfortable entering the water or wearing a life jacket, or who may have difficulty keeping a reservation time, may find a walk in Ttukseom Hangang Park more suitable than an on-water experience.

From the August 2026 Water Marathon to Public Programs Expanding the Waterfront

Seoul Wind Surfing Center is being used not only as a mooring and lesson area centered on enthusiasts but also as a starting point for public water events. Seoul announced the “Blue Wave Challenge Hangang: Water Marathon,” connecting the waters near this site with those of Jamsil Hangang Park, for August 8, 2026, from 07:30 to 13:00. Participant check-in was planned for 07:30–08:30, basic and safety training for 08:30–09:30, and the water marathon for 11:00–13:00.

The event was announced for 350 participants born in 2015 or earlier, with a participation fee of 70,000 won per person including equipment rental, a beach towel, and an aqua bag. However, this is a reservation program limited to the August 8, 2026 event and does not represent the regular experience fees or operating hours of Seoul Wind Surfing Center. On the event day, expect possible congestion around Parking Lot 1 and the waterfront walking paths between approximately 07:30 and 10:00, when gathering and training will take place.

Seoul also operated the Relaxed Han River Triathlon Festival in 2024, including kayaking and paddleboarding experiences at this site, and scheduled a paddleboard yoga program in October of the same year. Since programs vary by season and event, choose your visit date based on the most recent notice among the event announcements on the official Han River Park website and the schedule of the individual operating club.

Three Boundaries for Using the Ttukseom Waterfront Safely

When engaging in water activities on the Han River, you must distinguish between permitted and prohibited waters. According to Seoul city guidance, all activities are prohibited and subject to fines from upstream of Jamsil Bridge at Jamsil Hangang Park to Gwangnaru Hangang Park because the area is a water-source protection zone. Seoul Wind Surfing Center is on the downstream side of Jamsil Bridge along the Ttukseom waterfront in Jayang-dong, but actual navigation must remain within the area designated by the instructor or operator.

Swimming is also not a matter of freely entering the river. Seoul instructs users to complete a water leisure activity report at a Han River Park information center before using the water, and warns of whirlpools and rapids caused by underwater weirs, water discharge, and drops, as well as risks from motorized water leisure equipment, even downstream of Jamsil Bridge.
