A Record-Keeping Hub for Sinan Island Culture, Established in 1985
Sinan Cultural Center is a local cultural institution established in 1985. It is legally based on the Local Cultural Promotion Act for the purpose of promoting local culture, and has worked to discover and pass down the traditional culture of Sinan’s islands while enhancing residents’ cultural lives.
Therefore, it would be inaccurate to understand this place as one where visitors simply view permanent exhibitions like at a typical paid museum. It has represented Sinan County at the Jeonnam Folk Arts Festival and the Korea Folk Arts Festival, while continuing activities for both general and youth divisions. In this respect, it is an institution that connects island folklore with actual education and performances.
At Sinan Cultural Center, the Focus Is on Materials and Programs Rather Than Exhibitions
The official website includes menus for an introduction to the cultural center, history and culture, cultural activities, published materials, and a content viewing room. The online content viewing room provides recordings of Sinan folk songs and a story map, so rather than looking for exhibits on-site, it is better to explore Sinan’s folk songs and local stories before visiting.
The cultural center publishes local historical materials and the regional literary magazine Sinan Culture. In the official local-history materials, item no. 115, “Please Correct This,” was registered on September 16, 2008. The materials list also includes topics such as the infiltration of a large spy vessel into Heuksando, the land-reclamation struggle on Hauido, and the history of Chilbaldo Lighthouse.
Program Schedule Featuring Ganggangsullae and the Haui 3 Islands Farmers’ Uprising
The Ganggangsullae Transmission Support Project supports education and performances from February through December for Sinan County’s distinctive Ganggangsullae tradition. The Haui 3 Islands Farmers’ Uprising Memorial Rite takes place from June through December and is a ritual commemorating and passing down the significance of the uprising.
The humanities lectures and Sinan Cultural Lecture Series each operate from March through December. The former is a course designed to enhance Sinan County residents’ humanities knowledge, while the latter consists of invited lectures and academic seminars for understanding local culture. Therefore, if you want to attend a lecture on a specific date, you should inquire about the schedule in advance rather than simply visiting that day as you would for a general tour.
Calligraphy and Folk Arts Activities Continuing from January through December
The calligraphy culture course runs from January through December and is a program for learning the wisdom of life and training the mind and body through calligraphy. The folk arts festival project also continues from January through December, with Sinan County representatives from the general and youth divisions participating in the Jeonnam Folk Arts Festival and the Korea Folk Arts Festival.
Sinan Culture School for members offers history, culture, and arts education from October through December. Cultural heritage tours and island flower making take place from July through December. Island flower making is a project that creates craft items called “crystal flowers” representing each island.
Cultural Exchanges from April through June and Local Performances from July Onward
The Yeongnam–Honam Cultural Exchange takes place from April through June and includes visits to Gyeongsan Cultural Center, East–West cultural exchanges, and local culture tours. The Happy Sharing Cultural Performance project visits senior colleges within the area and presents cultural performances from July through December, so visitors should not assume that performances are held every time at the cultural center building.
The official website also posts news about the 2025 Youth Cultural Heritage Tour and the publication of Drifting Across Sinan’s Islands: A History of Encounters Arriving with the Waves. In 2026, it posted notices about the “2026 Regular General Meeting” and the publication of Dictionary of Sinan County Island Words (Jido, Jeungdo, and Imjado Edition). It is therefore advisable to check both the website notices and the published-materials menu before visiting.

Sinan Cultural Center is open from 09:00 to 18:00 on weekdays and closed every Saturday, Sunday, and public holiday. The information revised in August 2025 does not specify separate seasonal hours or an admission cutoff time, so it is safest to plan a visit during weekday daytime hours.
Admission is listed as free. However, some information states that credit cards are not accepted. If you plan to use a paid program or material on-site, it is better to ask about payment methods in advance. Information on whether photography is prohibited and whether English guidance or an audio guide is available could not be confirmed in the public materials.

Official information also displays it as 14 Sugang-ro 3beon-gil in Manho-dong, Mokpo-si.
The address “17 Jami-ro, Buk-gu, Jeonnam–Gwangju Integrated Special City” and the coordinates 35.167849, 126.902765 provided by the user do not match the address in the official website and Korea Tourism Organization materials. Foreign visitors coming for the first time should enter 14 Sugang-ro 3beon-gil, Mokpo-si into their navigation system and look for the Sinan County Annex on the second floor after arriving at the building.
Parking and Wheelchair Accessibility Are Confirmed, but Transit Information Is Limited
Parking is available and parking fees are listed as free. There are two spaces reserved for people with disabilities. A ramp is installed up to the entrance, and the main entrance is wheelchair accessible via the ramp.
There is an accessible restroom on the first floor. However, strollers are not available for rent, and the official directions page does not provide station names, exit numbers, bus routes, or walking times.
