Park Yeon Cultural Center
A multipurpose cultural space next to the Ministry of Culture, Sports and Tourism in Eojin-dong, Sejong City, named after Park Yeon, a musician from the era of King Sejong. The building spans three basement levels and three above-ground floors, housing a 182-seat small theater, an Intangible Cultural Heritage Training Center, exhibition rooms, and rehearsal rooms available for rental, allowing visitors to enjoy exhibitions and arrange performances in one place.
Why “Park Yeon Cultural Center” — Why It Bears the Name of One of the Three Great Masters of Music
Park Yeon (1378–1458) was an early Joseon musician who served as a Gyolli of the Jiphyeonjeon, a director of the Bomungak, and the chief scholar of the Yemungwan. He made major contributions to the reorganization of court ritual music during the reign of King Sejong, including completing the pyeon-gyeong stone chime through the production of pitch pipes. Along with Wang San-ak of Goguryeo and Ureuk of Gaya, he is regarded as one of Korea’s three great masters of music.
Sejong City named this cultural space after Park Yeon in honor of the musician of the culturally flourishing era of King Sejong, hoping that the site would become a representative complex cultural and creative space for Sejong City. The area around 387 Galmae-ro, where the building is located, adjoins the Ministry of Culture, Sports and Tourism within the Government Complex Sejong, linking both the name and location through the theme of “culture.”
From Completion in 2019 to the Official Opening on March 25, 2021
Park Yeon Cultural Center was completed in 2019, but it did not open immediately. After facility improvements for use as a cultural and leisure activity space and a trial-operation period, it finally held its official opening ceremony on March 25, 2021. During the trial-operation phase, from May 18 through July 2020, rental fees were waived while the operating procedures were refined.
On the day of the official opening ceremony, musicians including the indie bands Oksangdalbit, The Acoustic, and Gonia performed a commemorative concert. Nearly two years passed from completion to opening, making this an example of how, like other public facilities in Sejong City’s new downtown area, time was needed to fill the facility with content and resident organizations after the hardware had been completed.
What Is Contained Within Three Basement Levels, Three Above-Ground Levels, and 19,915㎡
The building has three basement levels, three above-ground levels, and a total floor area of 19,915㎡. By floor, the first floor contains dance rooms, exhibition rooms, and the Intangible Cultural Heritage Transmission Education Center; the second floor has music rooms, fusion rooms, and culture lecture rooms; and the third floor has traditional culture rooms, club rooms, and meeting rooms. The fourth floor has a rooftop garden. The second basement level houses the Nurirock music-creation space, while the third basement level is a parking lot.
Operation and management are handled by the Sejong City Culture and Tourism Foundation, formerly the Sejong City Cultural Foundation. The Sejong Institute for Talent Development and Lifelong Education and the Sejong Campus of the Korea National Institute for the Gifted in Arts are also located here and operate lifelong-learning courses such as the Yeominrak Academy. Because exhibition, performance, education, and traditional-culture transmission functions are all housed in one building, it is helpful to understand in advance that the route through the facility varies completely depending on the purpose of your visit.
Nurirock on Basement Level 2 — A 182-Seat Small Theater and Creative Space for Local Musicians
Located on basement level 2, Nurirock is a popular-music-focused space supporting the creative work of local musicians. It has a 182-seat small theater, a studio specializing in recording and editing, a band practice room suitable for ensemble rehearsals, and a creative room for video production. The small theater was also the venue for the commemorative performance held for the official opening in 2021.
Bookings and rental reservations are handled through the Nurirock website (www.nurirock.or.kr). Unlike the exhibition spaces, which are open regularly, the Nurirock small theater opens only when performances are scheduled, so check the performance schedule on the website or in announcements from the Sejong City Culture and Tourism Foundation before visiting.
First-Floor Intangible Cultural Heritage Transmission Education Center — Yongam-ri Tug-of-War, Sejong City Intangible Cultural Heritage No. 2
The first-floor Intangible Cultural Heritage Transmission Education Center introduces national and city-designated intangible cultural heritage passed down in Sejong City. One representative example is the Yongam-ri Tug-of-War, a folk game for the First Full Moon Festival handed down in Yongam-ri, Yeonseo-myeon. According to oral tradition, it has continued for more than 400 years and was designated Sejong City Intangible Cultural Heritage No. 2 on December 30, 2016. The center explains that although the tradition has been modified or disappeared in other regions, Yongam-ri has preserved it in a form close to the original.
In addition to viewing exhibitions, the space offers programs such as gayageum and pansori classes and family-oriented straw-and-rope craft experiences. Programs directly guided by holders of intangible cultural heritage, including experiences making egg bundles from straw, are held periodically, so those wishing to participate should check the schedule in the announcements on the Sejong City Hall website in advance. Many programs operate only during specific periods rather than being available at all times.
First-Floor Exhibition Room, 200㎡ — Tuesday–Sunday, 10:00–18:00; Closed Mondays
The first-floor exhibition room covers 200㎡ and is open from 10:00 to 18:00 Tuesday through Sunday. It is closed on Mondays and national public holidays. The inquiry phone number is 044-850-8974. Admission is free, and exhibitions planned by the Sejong City Culture and Tourism Foundation are changed regularly.
The Sejong City Culture and Tourism Foundation’s YouTube channel features videos introducing exhibitions such as the fall 2021 special exhibition “Hangul, Light from Dots,” indicating that the exhibition room mainly hosts rotating rather than permanent exhibitions. It is therefore advisable to check the title of the current exhibition on the foundation’s website before visiting.
Multipurpose Room Rentals on Floors 2–3 — 2,500–5,000 Won per 2 Hours; Evening Hours on Tuesdays and Thursdays
Park Yeon Cultural Center rents its multipurpose rooms year-round so that anyone can use them. The available facilities are Multipurpose Room 1 (46㎡, third floor), Multipurpose Room 2 (38㎡, third floor), and Multipurpose Room 3 (37㎡, second floor). Multipurpose Rooms 1 and 2 accommodate 8–10 people and are suitable for instrument, traditional-instrument, and choreography practice. Multipurpose Room 3 accommodates 20 people and is intended for group study or club meetings.
Fees range from 2,500 to 5,000 won for two hours, depending on the facility and time slot. On weekdays, the standard hours are 10:00–12:00, 13:00–15:00, and 16:00–18:00, with an additional evening slot from 19:00–21:00 on Tuesdays and Thursdays. Note before booking that reservations and approvals are not available on weekends or public holidays. Reservations are made through the Share Nuri website (www.eshare.go.kr). Policies vary slightly by facility, such as requiring applications one week before use or allowing reservations from the final week of the preceding month, so be sure to read the instructions on the reservation screen.
Getting There and Parking — Eojin-dong Next to the Ministry of Culture, Sports and Tourism
Park Yeon Cultural Center is located at 387 Galmae-ro, Sejong Special Self-Governing City, in Eojin-dong next to the Ministry of Culture, Sports and Tourism building in the Government Complex Sejong. Sejong City does not yet have a subway, so BRT (bus rapid transit) and city buses are the main means of transportation. Visitors arriving from Daejeon or Osong generally take a BRT route, get off at a stop near the Government Complex Sejong, and walk from there.
Visitors arriving by car can use the parking lot on basement level 3. However, specific information about free parking periods or the fee system has not been announced separately, so if you need long-term parking, it is safest to check with the management office on the day of your visit or call the main number, 044-850-0599.
Checklist Before Visiting — Exhibitions Are Free; Reservations Are Essential for Performances and Activities
Park Yeon Cultural Center is not a facility where visitors purchase an admission ticket and follow a designated route as they would at Gyeongbokgung Palace or the National Museum of Korea. Only the first-floor exhibition room is regularly open free of charge; performances at the Nurirock small theater, intangible cultural heritage activity programs, and use of the multipurpose rooms all require separate schedules and reservations. If you visit without checking announcements from the Sejong City Culture and Tourism Foundation or Sejong City Hall websites, you may miss the program you wanted to see.
An informational video released by the National Agency for Administrative City Construction in August 2023 introduced the site as a summer cultural outing that families can enjoy with children. The Sejong City Culture and Tourism Foundation has also uploaded participatory content using the exhibition room, such as “Discover Hidden Sejong,” to YouTube. In other words, this space is closer to a cultural facility serving Sejong residents’ everyday lives than to a large-scale tourist attraction. Rather than including it in a packed one-day itinerary covering several tourist sites, it is better suited to a relaxed half-day visit combined with nearby attractions such as the National Library of Korea, Sejong or Sejong Lake Park.
