Why Ara Tower Was Built at the End of the 18 km Gyeongin Ara Waterway
The Gyeongin Ara Waterway is an 18 km waterway connecting Gimpo, on the lower reaches of the Han River, with the West Sea. Opened in 2012, it is introduced as Korea’s first and only inland canal. It is 80 m wide and 6.3 m deep.
The waterway was built for flood control by rapidly discharging floodwater into the West Sea, freight transport by ship, and tourism and leisure for citizens. Ara Tower is the integrated operations center for the passenger wharf at Arabit Island in Cheongna, Incheon, and the observation deck’s location on the 23rd floor of the operations center allows views over both the canal and the West Sea.
The Geographic Context Left by the Canal Attempted by King Gojong of Goryeo and Choe Yi
The first attempt to build the Gyeongin Ara Waterway dates back approximately 800 years. During the reign of King Gojong of Goryeo, the grain-tax transport route used to carry taxes to the central government entered Gyeongchang after passing through the sea route between Gimpo and Ganghwa Island.
Choe Yi, son of the powerful official Choe Chung-heon, sought to build a canal directly connecting the waters off Incheon with the Han River. However, the attempt failed because the 400 m rock formation at Wontonghyeon—today’s Wontong-i Pass in Incheon—could not be excavated. Today’s waterway is the result of realizing this old concept of water transport as a modern facility for flood control, logistics, and tourism. The Four Directions Actually Visible from the 23rd-Floor Observation Deck
From the observation deck, you can view Jeongseojin Park, the West Sea, and Incheon Bridge. Other guides also explain that the Gyeongin Ara Waterway and Yeongjong Bridge are visible, so it is best to look in all four directions rather than viewing only one side before leaving.
Visitor reviews from 2026 describe all four sides of the observation deck as having floor-to-ceiling windows and mention the respective directions in which Cheongungyo, Ara West Sea Gate, Arabit Island and Cheongna International City, the West Sea, and Yeongjong Bridge can be seen. The same review also states that the telescopes on the observation deck can be used free of charge.
How to Interpret Operating Hours Listed as Both 09:00 and 06:00
According to the official Incheon Tour page, the observation deck is open from 09:00 to 22:00. Although the visitor information table may also show hours from older or other sources, the current official information lists the observation deck as 09:00–22:00, the exhibition hall as 09:30–17:30, and the café as 11:00–22:00.
As of 2026, the official page indicates that the observation deck’s operating hours should be understood as 09:00–22:00. If you plan to visit late in the evening, it is safest to confirm same-day operations by calling the information line at 1899-3650. The last admission time for the observation deck could not be confirmed in the available public information.
Visiting Ararium on the First Floor and Jeongseojin Ara Café on the 24th Floor Separately
Ararium, the Gyeongin Ara Waterway promotion hall, is located on the first floor of Ara Tower. It explains the history, vision, and features of the Gyeongin Ara Waterway, so visiting before going up to the observation deck makes it easier to understand why the 18 km canal was built.
Ararium’s promotion hall is open from 09:30 to 17:30 and is listed as closed on January 1 and on Lunar New Year and Chuseok holidays. Jeongseojin Ara Café on the 24th floor is listed as operating from 11:00 to 22:00. The observation deck, promotion hall, and exhibition hall are all free of charge; no separate café usage fee was specified.
Taking Bus 44 from Cheongna International City Station to Ara Incheon Passenger Terminal
Travelers visiting Incheon for the first time can use Cheongna International City Station as their starting point. Official transportation information states that you can take Bus 44 from Cheongna International City Station and get off at the Ara Incheon Passenger Terminal stop.
The destination address is 41 Jeongseojin 1-ro, Seo-gu, Incheon. The official address for Ara Incheon Passenger Terminal also lists 41 Jeongseojin 1-ro, Seo-gu, Incheon, together with 1563 Oryu-dong. Because the station exit number, bus interval, and walking time from the stop to Ara Tower could not be confirmed in public information, it is advisable to allow time to check the building’s location with a map app after getting off the bus.
Free Parking and Usage Rules Inside and Outside the Building
Ara Tower has a parking lot that is advertised as free to use. Admission to the observation deck, promotion hall, and exhibition hall is also free. The Gyeongin Ara Waterway Jeongseojin Incheon Tourist Information Center is located in front of the parking lot across the road.
The building has separate men’s and women’s restrooms. Pets may accompany visitors in outdoor areas if they are kept on a leash and the owner carries plastic bags for disposing of waste, but pets cannot enter the building. Public information did not confirm wheelchair and stroller routes, elevators, accessible restrooms and parking spaces, photography restrictions, or the availability of English information and audio guides.
How to Combine a Jeongseojin Walk Starting One Hour Before Sunset
Ara Tower is introduced as a place to enjoy sunsets over the West Sea. A 2026 review describes spending about one hour there, from sunset through the night view, so rather than rushing through only the observation deck, a schedule incorporating the period before and after sunset is practical.
Around the observation deck are Jeongseojin Park, Jeongseojin Plaza, and Arabit Island. The area around the Gyeongin Ara Waterway also has bicycle paths, campgrounds, and water leisure facilities. The bicycle path connects to the Han River bicycle path. At Aramarina, visitors can try yachting, canoeing, kayaking, and water bicycling, while sightseeing cruises are available on the Gyeongin Ara Waterway. However, same-day schedules and prices for these activities were not included in this guide.
