Why it changed from the 1982 ordinance to its 2021 reopening

The ordinance establishing Incheon Metropolitan City Central Library was promulgated in October 1982, and the library opened on September 30, 1983, as Incheon Directly Governed City Central Library. Free admission began in August 1992, and on March 5, 1995, the name was changed from Incheon Directly Governed City Central Library to Incheon Metropolitan City Central Library.

The history also shows how services expanded from being centered on book reading to accommodating various user groups. The Digital Materials Room opened on October 16, 2001; the Multicultural Materials Room opened on November 15, 2010; and Danuri, a cultural space for young people, opened on September 2, 2019. On January 1, 2020, the library adopted its current name, Incheon Metropolitan City Office of Education Central Library. On February 4, 2020, it began operating the Smart Library, an unmanned book lending and return system, and reopened after remodeling on December 15, 2021.

A 5–10-minute walk from Incheon City Hall Station Exits 4 and 5

How to make practical use of the three study rooms and 888 seats

There are three study rooms in total: Study Room 1 has 10 seats, Study Room 2 has six seats, and Study Room 3 has six seats. Groups of four or six or more people may apply once per day for three hours, so visitors should distinguish between the quiet study area for individuals and the group activity spaces.

There are lounge areas where visitors can eat packed lunches in front of Culture NuriTerminal on the basement level and in the central courtyard on the fourth floor. Official contact details and scope of services to know before visiting

The official website is https://lib.ice.go.kr/jungang/index.do?isMobile=false, and the record of free admission remains in the August 1992 history. Rather than being a place where visitors freely tour every area like an exhibition hall, the library is a facility where floors and hours are divided according to the intended use of the materials rooms, reading rooms, and Digital Corner. Inquiries about the General Reading Room can be made at 421-1152.

The available information does not confirm whether on-site photography is prohibited, whether English guidance or an audio guide is available, when queues tend to form, the detailed scope of entry controls, or the officially recommended length of stay. Therefore, foreign visitors should walk 5–10 minutes from Exits 4 or 5 of Incheon City Hall Station and plan their itinerary according to the operating hours of the materials room they intend to use.
