The Site of the Former Tennis Courts Next to Bucheon City Hall: The Fruits of a 20-Year Endeavor

Discussion of constructing the Bucheon Art Center was a long-standing project first proposed in the 1990s, during the tenure of Mayor Won Hye-young, when Bucheon was promoting itself as a cultural city. Although Bucheon City acknowledged the need for the center, plans were delayed because of the city’s poor financial condition, and the proposed location changed several times whenever the mayor changed.

A feasibility study conducted near Bucheon City Hall in 2010 considered the former Culture and Arts Center site, Jung-dong Special Planning District 1, and Central Park, but the plans fell through because of concerns about damage to green space and the financial burden. As the project continued to be delayed, a “Task Force for Selecting the Site of the Bucheon Art Center” consisting of 30 people from various fields was formed in 2015 to continue discussions. The site around Bucheon City Hall, which offered convenient transportation access and links to nearby facilities, was finally selected in November 2015.

Because the site had formerly been a tennis court, the building had to be constructed in a rectangular form. With the goals of expanding the number of performance venues in Bucheon and improving the poor performance conditions of the Bucheon Philharmonic Orchestra, the groundbreaking ceremony was held on June 26, 2019. Until then, the Bucheon Philharmonic Orchestra, considered one of Korea’s three leading symphony orchestras, had been based at Bucheon Civic Hall, the city’s only multipurpose performance venue.

Opened in May 2023: A Festival Featuring Seong-Jin Cho and Sumi Jo

The Bucheon Art Center is a classical-music-focused performance venue that opened in May 2023, while the foundation managing its operations was established in July 2022. In Bucheon, Korea’s first nationally designated cultural city, the Bucheon Philharmonic Orchestra and Bucheon Civic Chorale are resident organizations, making the center a hub for classical performances.

The opening festival featured some of the finest classical stars of the era, including Sumi Jo and Seong-Jin Cho, and collaborations with world-renowned musicians such as Yunchan Lim have continued ever since. The Casavant Frères pipe organ, one of the concert hall’s highlights, was completed just one month before the opening because the pandemic delayed the supply of materials. The sound staff in charge worked overtime every day for about two weeks before the opening to inspect the system.

A Casavant Frères Pipe Organ at the Heart of the 1,445-Seat Concert Hall

With 1,445 seats, the concert hall is the first performance venue built by a basic local government in Korea to install a pipe organ. Along with Lotte Concert Hall and Busan Concert Hall, it is also one of only three venues in Korea designed in a vineyard configuration.

The organ is a large instrument comprising 4,576 pipes, 63 stops, and two consoles, manufactured by Canada’s Casavant Frères. The company has produced and installed organs in renowned concert halls around the world, including Symphony Center in Chicago and the Montreal Orchestra.

Architectural design was handled by Park Se-hwan, vice president of DMP Architects, the same firm responsible for Lotte Concert Hall. Acoustic design was undertaken by Tateo Nakajima of the British firm Arup, who adjusted the structure so that audiences could experience a consistent resonance from every seat.

Shoebox–Vineyard Hybrid Design with a 2.25-Second Reverberation Time

The concert hall adopts a hybrid acoustic design combining a rectangular shoebox structure with a vineyard arrangement surrounding the stage. With the hall at full capacity, its reverberation time is approximately 2.25 seconds, a figure considered suitable for classical performances.

Variable acoustic reflectors allow the reverberation to be adjusted according to genre, while the concert hall’s main speakers are L-Acoustics K-3 and A series models. Sound staff who participated in the completion work said that repeatedly inspecting the system before the opening helped raise its overall quality.

The 304-Seat Small Theater: A Black Box for Everything from Theater and Traditional Music to Opera

The small theater is a 304-seat multipurpose venue featuring foldable, movable seating and variable acoustic panels installed on three sides, excluding the audience area. An orchestra of up to 100 musicians can rehearse under acoustic conditions similar to those in the concert hall, and viewing and recording through the exterior windows are also possible.

Designed as a black-box space capable of accommodating diverse artistic genres—including theater, dance, traditional Korean music, and small-scale opera—it hosts performances that differ in character from the concert hall’s classical-focused program.

A Two-Minute Walk from Exit 1 of Bucheon City Hall Station on Line 7: Directions and Parking

The venue is a two-minute walk from Exit 1 of Bucheon City Hall Station on Subway Line 7. It can also be reached by transferring to a bus from Exit 2 of Songnae Station or Exit 2 of Jung-dong Station on Line 1. From within Bucheon, buses 5, 5-3, 5-4, 6, 701, 8, 12-1, and 23-1 serve the area; from Seoul, buses 70, 700, 1300, 1301, 1302, and 1601 operate there.

Parking is available for 240 vehicles in the Bucheon Art Center’s B1 parking lot and 442 vehicles in Bucheon City Hall’s B2 parking lot. The two parking lots are connected by an internal passage. If exiting becomes congested, drivers can detour through the City Hall parking lot and exit in either direction. When those lots are full, the public underground parking lot at Central Park can be used. However, tickets cannot be canceled or changed even if traffic congestion or parking problems result in a delayed arrival.

Performance-Specific Ticket Prices, Booking, and Discount Options

Tickets can be booked through the Bucheon Art Center website (bac.or.kr), Nolticket, Yes24, and Ticketlink. Telephone bookings are available through the customer center (1533-0202; weekdays 10:00–19:00, lunch break 12:00–13:00) until 5:00 p.m. on the day before the performance. Group bookings are also accepted by phone.

Prices vary considerably by performance. The organ recital in June 2023 cost 50,000 won for R seats, 30,000 won for S seats, and 20,000 won for A seats. The Bucheon Civic Chorale’s regular concert in August 2026 was priced at 20,000 won for R seats, 15,000 won for S seats, and 10,000 won for A seats, and was open to elementary school students and older. Youth and senior citizens aged 65 or older receive a 20% discount. Visitors with severe disabilities receive free admission for themselves and a 50% discount for one accompanying person, while national merit honorees receive free admission for themselves only. Once a concert has begun, audience entry is restricted, and admission during the performance is not permitted.

The Bucheon Philharmonic Orchestra, recognized as one of Korea’s three leading symphony orchestras, had long regarded the construction of a dedicated classical music hall as a cherished project. Since the opening, it has been resident at the Bucheon Art Center along with the Bucheon Civic Chorale, continuing to hold regular concerts.

Bucheon City introduces the Bucheon Art Center as a “mecca of architectural acoustics” and has designated it as the seventh of Bucheon’s Eight Scenic Views. The key reason for its selection is that it is a specialized classical performance venue with a pipe organ—the first of its kind designed by a local government in Korea.

Free Programs Such as Lobby Concerts and Things First-Time Visitors Often Miss

According to a 2025 visit record, lobby concerts held with the supporters’ association began at 12:10 p.m. and filled the previously quiet lobby with office workers on their lunch break, classical music enthusiasts, and families. These lobby concerts offer regular opportunities to enjoy classical music without a separate admission fee.

Separate exhibitions are held in the first-floor gallery, so many visitors explore the lobby and gallery together before the performance begins. First-time visitors should remember that they can detour to the City Hall parking lot when the parking area is congested, and that delays caused by traffic do not qualify as a reason for canceling or changing tickets.
