Baebongsan Circular Trail, stretching across Jeonnong-dong and Hwigyeong-dong in Dongdaemun-gu, Seoul, is a 4.5 km loop-style barrier-free forest trail developed between 2013 and 2018. Using Baebongsan Forest Library as your starting point, you can reach the trail in a five-minute walk from the bus stop and connect the deck path, red-clay trail, Sunrise Plaza, and Baebongsan Fort in a single stroll.

A 108 m Mountain Once Home to a Military Base Reopens as Baebongsan Circular Trail with a 4.5 km Barrier-Free Deck Path

How Baebongsan Changed from the Park's Opening in 1992 to the Completion of Its 4.5 km Trail in 2018

Baebongsan Neighborhood Park is located at 12-14 Hancheon-ro 43-gil, Dongdaemun-gu, Seoul, and covers an area of 265,582㎡. The park opened in 1992. It is described as Dongdaemun-gu's only mountainous park, and Baebongsan's elevation is listed as either 106 m or 108 m above sea level, depending on the guide.

A military base was established at the summit in 1973, restricting access for 48 years. During the process of restoring the summit as a park after the military base was relocated in 2015, Goguryeo military defense remains were identified, and the Baebongsan Fortification was designated Seoul Tangible Cultural Heritage No. 42.

Construction of the perimeter trail began in 2013, and a total of 4.5 km was connected when the five-stage project was completed in 2018. Unlike a hiking trail that only climbs to the summit, this circular deck path wraps around the mountainside. Its key feature is that it was designed to pass through the forest and community sports facilities while avoiding the elevation changes of a low mountain.

A 4.5 km Circular Route Starting Beside Baebongsan Forest Library

For first-time visitors, the entrance beside Baebongsan Forest Library is an easy starting point. The Seoul city guide's circular route runs from Baebongsan Overpass behind Dongsung Villa, past the Baebongsan Management Office and behind Jeondong Elementary School and the University of Seoul, before returning to the overpass.

Seoul's community sports guide recommends 1 hour 30 minutes for the full 4.5 km section. However, some guides allow about 2 hours for a route that takes in the overpass and all major facilities. If you plan to take photos, make a round trip to the fortification, or use the red-clay trail, it is better to set aside 2 hours.

In addition to the forest library, entrances are located near Huigyeong 2-dong Community Service Center, Dongsung Villa, Sahmyook Seoul Hospital, Huigyeong Girls' Middle and High Schools, Baebong Elementary School, Jeondong Elementary School, and the University of Seoul. Choose the nearest entrance depending on whether your destination is Sunrise Plaza or the library; you do not have to force yourself to complete the same 4.5 km.

Allow Extra Time for the Stair Sections off the Deck Trail to See Sunrise Plaza and Baebongsan Fortification

The perimeter trail itself is an accessible forest path designed with wheelchair and stroller users in mind, but there are stair sections on the way to the summit's Sunrise Plaza and Baebongsan Fortification. Therefore, if you want to walk the entire route only on level decking, follow the circular trail signs. If you want to see the summit view, allow extra time for the ascent and descent.

The summit fortification is a Goguryeo military defense site that attracted attention during the investigation and restoration process after the military base was relocated. The fact that Baebongsan is more than a simple neighborhood walking trail—that it preserves traces of an old defensive stronghold in northeastern Seoul—is a historical layer that can be experienced only by going to the summit.

Facilities along the deck include exercise equipment, a badminton court, a children's forest experience area, an artificial rock-climbing wall, an X-game park, and an outdoor stage. The routes of people looking for sports facilities and those who want to quietly walk the 4.5 km may overlap, so on weekends it is better to start on the section opposite the forest library rather than near the summit or sports grounds.

The Actual Scope of the Accessible Forest Path with an Electric Wheelchair Charging Station and Turnaround Rest Areas

The Baebongsan perimeter trail is a 4.5 km circular accessible forest path created for wheelchair users, older adults, children, and visitors with strollers. According to Seoul's guide, rest areas, a nature ecology experience area, exercise facilities, and an electric wheelchair charging station are provided along the route.

The initial first-stage section was built to a length of 0.7 km and a width of 1.8 m, with three rest shelters and two rest areas with wheelchair turnaround sections. However, the description of the route as accessible applies to the perimeter deck sections; it does not mean that the summit stairs or use of the red-clay trail mentioned above have the same level of accessibility.

The red-clay trail is a barefoot walking facility, so it is practical to prepare something to wipe your feet with and bring an extra pair of socks. The presence of an electric wheelchair charging station is useful for visitors who use mobility devices for long-distance travel, but it is safest to confirm the station's availability and operating conditions with park management on the day of your visit.

A Five-Minute Walk from Jeonnong-dong SK Apartment Bus Stop: How to Visit Without Parking

The road-name address of the Baebongsan Forest Library hub is 97 Jeonnong-ro 16-gil, Jeonnong-dong, Dongdaemun-gu, Seoul. Take feeder bus routes 2013, 2015, 2230, or 2233 and get off at Jeonnong-dong SK Apartment Bus Stop. The library is about a five-minute walk away, and the perimeter trail entrance continues beside the library.

The park's main contact number is 02-2127-4398. Since the perimeter trail is part of the park, admission is free and no separate reservation is indicated. The official park page does not specify regular opening and closing hours or regular days off, so it is best to call before setting out to check whether bad weather or facility maintenance may cause restrictions.

Baebongsan Forest Library has no dedicated parking area. If you use the forest library as your starting point, taking a bus is more practical than driving. If you use external parking, such as a paid public parking lot, you will need to plan the walking route from the parking location to each entrance separately.

Skip the Forest Library on Mondays; Open Until 10 p.m. on Weekdays and 6 p.m. on Weekends

Baebongsan Forest Library is an indoor rest hub at the entrance to the perimeter trail. Its address is 97 Jeonnong-ro 16-gil, its main telephone number is 02-2215-1959, and its official website is https://www.l4d.or.kr/bfl/index.do. The children's materials room and general materials room on the second floor are open from 09:00 to 22:00 on weekdays and from 09:00 to 18:00 on weekends.

The library is closed every Monday, on public holidays, and on temporary closure days. Therefore, if you are walking on a Monday, do not plan to rely on the library for a restroom, books, or indoor rest space, and check temporary closure notices separately on the library website.

The library building has an accessible restroom and nursing room on the first floor. However, the library's operating hours are not the opening hours for the entire park, so for late-evening walks you should check lighting, weather, and park access restrictions with the park's contact number, 02-2127-4398.

How to Choose if You Want to Avoid Walking After Rain or Making a Round Trip to the Summit

The basic surface of the perimeter trail consists mainly of wooden decking and eco-friendly paved sections, but the stairs leading to the summit and the red-clay trail may be slippery or muddy immediately after rain. If you plan to walk the entire route in 1 hour 30 minutes, wear shoes with stable soles, such as sneakers, and treat the red-clay trail as an optional activity.

Visitor reviews and Seoul city introductions repeatedly mention the deck's zigzag design, rest areas, exercise facilities, red-clay trail, and electric wheelchair charging station. Conversely, anyone expecting only a panoramic summit view should first know that this is a low mountain at approximately 106–108 m above sea level, and that the fortification and Sunrise Plaza branch off from the deck circuit via stairs.

If your goal is simply to walk through the forest, make a 4.5 km circuit from the entrance beside the forest library. If you also want to see the historical remains, add a round trip to the fortification. If stroller or wheelchair access is the priority, exclude the summit stairs. These are the three practical options. The trail also connects to the Jungnangcheon riverside path, so depending on your fitness and time, you can add a riverside walk after the 4.5 km mountain route.
