Hapgang Camping Site
A municipal campground located within Sejong’s Hapgang Park, where the Geumgang and Mihocheon rivers meet. It opened in July 2013, closed temporarily after flood damage in summer 2023, and reopened in December 2024 with a newly added camper van zone replacing the caravan zone. It covers 150,000 m² across four areas: an auto-camping zone, camper van zone, free-camping zone, and barbecue zone.
Where the Mihocheon and Geumgang rivers merge: the name “Hapgang”
Located at 329 Taesan-ro, Sejong Special Self-Governing City, Hapgang Campground sits exactly where two rivers merge, as its name suggests. Sejong Hapgang Campground is a municipal camping facility operated by Sejong Special Self-Governing City and built at Hapgang, where the Mihocheon joins the Geumgang. Hapgang refers both to the merging of the Geumgang and Mihocheon rivers and to the name of a village that once existed in the area.
Before Sejong City was established, the rivers in this area had a different appearance. Before the construction of Sejong Special Self-Governing City, the Geumgang received sand from upstream, resulting in shallow water and extensive sandbanks along its shores. Hapgang was also an area with broad sandy stretches, beloved by local residents and used as a habitat by many wild animals. Traces of a Joseon-period pavilion also remain in the hilly area near the campground. Hapgangjeong was a pavilion built on the hills where the Mihocheon and Geumgang meet. It is presumed to have been founded in the early 16th century by brothers Chae Yun-ho (1485–1546) and Chae Yun-gu of the Incheon Chae family, who had lived in Hapgang-ri for generations.
A campground that opened on July 1, 2013
Hapgang Campground, located at 329 Taesan-ro, Yeongi-myeon, Sejong City, beside the national Geumgang River, first opened on July 1, 2013. Hapgang Park, where the campground was built, was created as part of the Geumgang Restoration Project’s Sejong District. The Hapgang Park auto campground is located in Hapgang Park in the Sejong District of the Geumgang Restoration Project, where the Geumgang and Mihocheon meet.
Together with Hapgangjeong, which is said to offer the finest scenery in the Geumgang basin, the area is regarded as becoming a notable destination of the Four Major Rivers Restoration Project where visitors can enjoy the tranquility of nature. Since opening, it has served as a place where Sejong residents can enjoy riverside camping not far from the city center.
Flooding in July 2023 and the reopening ceremony on December 17, 2024
Hapgang Campground, located along the Geumgang in Sector 5-1 of the Administrative-Centered Complex City, where the Geumgang and Miho River meet, in Yeondong-myeon, Sejong City, suffered flood damage from torrential rain on July 15, 2023. The campground closed immediately after the flooding, and relocation to another area was considered for a time. Sejong City and the Facilities Management Corporation initially considered closing the campground and moving it to forested areas such as Geumgang Natural Recreation Forest in Geumnam-myeon, Sejong City, where there would be no risk of flooding. However, because securing a suitable site proved difficult, they ultimately decided not to proceed with relocation to Geumnam-myeon.
In the end, restoration work was carried out at the same location. Sejong Facilities Management Corporation held a reopening ceremony for Hapgang Auto Campground on the afternoon of December 17, 2024, and began full operations. About 30 people attended, including Chairman Cho So-yeon, Sejong City Deputy Mayor for Economic Affairs Lee Seung-won, and Sejong City Council Vice Chair Kim Hyo-suk. During this process, an amendment to the “Ordinance on the Management and Operation of the Campground” was also pursued, incorporating operating standards for newly installed facilities, adjustments to usage fees, and the introduction of long-term and group reservations.
Where 65 caravans once stood: today’s four zones
The fixed caravans that had filled one side of the campground before the flooding disappeared completely during restoration. All 65 existing fixed caravan units were removed, and 33 new camping-car sites, which had not previously existed, were installed. The fixed caravans that were dismantled had mostly been submerged during the torrential rain in July 2023. As a result, the total number of parking spaces decreased from 168 to 153.
Today, Hapgang Campground is broadly divided into four zones. The camping-car zone has 33 sites, including 7 for large vehicles and 26 for small vehicles. The auto-camping zone was newly established with a total of 83 sites, and 20 new sites were created in the free-camping zone. The barbecue zone, which previously had 6 sites, was expanded to 17. Ancillary facilities include 6 restrooms, 2 shower rooms, 4 dishwashing stations, 1 convenience store, 1 dump station, 1 playground, and a management office.
329 Taesan-ro, 25 minutes by car from Sejong City Hall
This is essentially a destination for private-vehicle users rather than public-transport passengers. Hapgang Campground is located in Yeongi-myeon, Sejong City, approximately 12 km from Sejong City Hall. Traveling by car via Sicheong-daero, Yeoncheong-ro, and Wonhapgang 1-gil in sequence takes around 25 minutes. Visitors arriving from the direction of Cheongju are advised to take Local Road 96, pass Myeonghak Interchange in front of Samsung Electro-Mechanics, then take Local Road 591 toward Buyong and pass Cheongjeong Apartments.
Parking is assigned by site, and only one vehicle may enter per campground site. The entrance is not open access. A barricade is installed at the entrance of Hapgang Campground together with the management office, so visitors may have difficulty entering if they do not register their vehicle in advance when making a reservation. This was also confirmed in a February 2025 visitor review. Consideration is provided for visitors with limited mobility as well. The main access route is described as a barrier-free facility, with no level difference to the entrance, allowing wheelchair access.
Reservations open at 2 p.m. on the first of each month; payment is due within 24 hours
There are two types of reservations: regular and priority reservations. Regular reservations for the following month open at 2 p.m. on the first day of each month (or the following day if the first falls on a Saturday or holiday). Priority reservations for the Taegeuk Zone (cabin houses and caravans) are accepted during the last two days of each month, and winners are selected by lottery after 10 a.m. on the first of each month. Accessible caravans and some cabin houses and caravans for national basic livelihood security recipients, near-poverty households, single-parent families, and national merit recipients are eligible for priority reservations.
Payment is not made at the same time as the reservation. Hapgang Campground operates on an online reservation system, and usage fees must be paid in advance; on-site payment is available by card only. Guests must bring identification for verification at check-in. Recipients of discounts, including national independence patriots, honorary citizens of Sejong, and Sejong City award recipients, must bring both supporting documents and identification. Not every item is discounted even for eligible visitors. Among auto-camping-zone reservation holders, those eligible for a discount can receive a reduction only on the facility fee, excluding the electricity fee of 3,000 won.
Different fees by zone, based on the December 2024 reopening
The fee system changed along with the reopening. At the auto-camping zone, large sites cost 33,000 won on weekdays and 38,000 won on holidays. Large sites in the camping-car zone cost 40,000 won on weekdays and 45,000 won on holidays. Small-vehicle sites in the camping-car zone (26 sites) cost 40,000 won on holidays and 35,000 won on weekdays.
Free-camping-zone sites cost 15,000 won on weekdays and 20,000 won on holidays. Four hours in the barbecue area costs 9,000 won on weekdays and 10,000 won on holidays. The barbecue zone’s tables for eight people (5 sites) are priced separately at 19,000 won on holidays and 17,000 won on weekdays. Holidays are defined as Fridays, Saturdays, and the days before public holidays, including temporary and substitute holidays. Weekdays are defined as Sunday through Thursday.
What visitors repeatedly mention
A February 2025 visitor review points out that the check-in time is not flexible. Even when visitors arrived at 1:30 p.m., 30 minutes before check-in, vehicles that had arrived earlier were waiting for check-in. Because the 2 p.m. check-in time is followed precisely, there seemed to be no need to arrive too early. Entry is simple. Visitors receive one 10-liter garbage bag at the entrance, and if the vehicle has already been registered, there is generally no separate check-in process.
Reviews of the sites themselves are generally favorable. One user review said that the sites are well spaced, the restrooms and dishwashing stations are good, and the campground is spacious and quiet. A camping-information user review also praised the scenery created by the Geumgang and Mihocheon, the generous site sizes, and the ease of handling clean and wastewater. However, the same review pointed out that the rules are extremely strict. A video review posted shortly after the December 2024 renovation also mentioned hot-water problems and an insufficient number of showers in the camping-car zone as the biggest issues.
Two rivers viewed from Hapgangjeong and nearby outings
Hapgangjeong, on the hill near the campground, is the best-known viewpoint in the area. Together with Hapgangjeong, which boasts the finest scenery in the Geumgang basin, the area is regarded as becoming a notable destination of the Four Major Rivers Restoration Project where visitors can enjoy the tranquility and happiness of nature. Ecological parks and protected wetlands blend together in and around the campground, while bike paths, walking trails, and hiking trails continue through scenery where visitors can experience the atmosphere of the Geumgang and Miho River.
A short drive also makes it possible to combine the campground with other Sejong attractions. Famous destinations such as Gobok Reservoir and Bear Tree Park are not far from the campground. Several restaurants are also located nearby, making it easy to find a meal in the vicinity.
This campground may not suit everyone
Plans for a short visit on Tuesday will need to be rearranged. Hapgang Campground is closed every Tuesday, during the Lunar New Year holiday, and during the Chuseok holiday. It is also unsuitable for travelers hoping to make a last-minute same-day reservation and check in in the evening. Priority-reservation winners and regular reservation holders must pay within 24 hours of making a reservation, or it will be automatically canceled. If a reservation is made for the day before use, the full fee must be paid at the same time as the reservation.
If you are sensitive to construction noise, it is best to choose your zone carefully. One user review stated that it could be noisy from Zone B onward because bridge construction was underway. Camping-car and caravan users who place a high priority on ample hot water and shower facilities should also consult reviews from immediately after the 2024 reopening. As mentioned above, some visitors pointed out hot-water problems and a shortage of showers in the camping-car zone.
